The target is to provide housing to all by the year 207

The size of the accommodation is 30 sq.m. Increased from 3 sq.m.
The amount of assistance has been increased from Rs. 50,000 to Rs. 1,50,000 and Rs. 12,50 under MGNREGA scheme, Rs. 15,000 for construction of toilets under Swachh Bharat Mission and Rs. 2,15,50.
Primary facilities like water, electricity, roads etc. in coordination with other schemes.
Training of beneficiaries and artisans involved in housing construction such as Kadiya, Sakhi Mandals

Procedure for preparation of list of eligible beneficiaries

Procedure prescribed by the Ministry of Rural Development, Central Government


The following priority list based on SECC data has been prepared.

First of all to separate all the families living in houses with paki walls and / or paki roof
Separate all families with any one of the 12 indicators of exclusion
To designate a group of families who do not own a residential house and a group of all families living in houses with zero room / one / two room raw wall and raw roof as a group of eligible beneficiary families
To prepare 6 separate lists of eligible (Muslim, Jain, Sikh, Parsi, Christian, Buddhist) and other families at Gram Panchayat level
Procedure for setting priorities
To prioritize the eligible families on the basis of deprivation at the Gram Panchayat level.
Housing Deprivation - First to index households and then zero room / one room / two room houses.
To prioritize families with no traits in the indexed affiliate category
Then give equal weighting to the symptoms of deprivation to other families, determining the internal priority based on the total coefficient of deprivation.
The higher the coefficient of deprivation, the higher the priority of the family.





 In Gram Panchayats, the list with the priority given by the Central Government has to be circulated
A separate list should be prepared by identifying the minority families from the list of others. In which the priority as per the original list has to be maintained.
The Gram Sabha will have to check the list by category.
If the following facts appear, the family name will have to be removed from the list.

If the multiplication of priority is the same then priority will be given to the families under the following group.

Families with disabilities

Families of widows and heirs of persons killed in the line of duty in the Army / Paramilitary Forces / Police Force
Families with members with leprosy or cancer or members with AIDS
Families with only one daughter
There is currently no provision for adding names to the list. However, the list of names to be added to the list by the Gram Sabha, including the resolution with the opinion of the Gram Sabha, has to be submitted to the Taluka Development Officer.

Grievance Redressal:

Complaints against the list approved by the Gram Sabha can be lodged with the Taluka Development Officer or with the authority designated by the State Government.


The concerned authority shall inquire into the complaint received and send its report to the Appellate Authority as prescribed by the State Government within the prescribed time limit.


If the family is involved on the basis of false information
If the family has built a rented house or the family has relocated
The family has been allotted a pucca house under a government scheme

If there are sufficient reasons to change the priority, the change in priority can be made by noting such reasons.

The Mukhyamantri Yuva Swavalamban Yojana is a scheme under which the students shall get grants for their higher studies. To take part in this scheme the government has asked for online applications. The Gujarat government will provide scholarships to the meritorious students who prove their mettle under this scheme.



Scholarship structure


Amount of grant: The government shall give the students a grant of Rs. 1 lakh for the period of five years. But this amount is for those who are pursuing their degree courses under Gujarat Medical Education Research Society (GMERS) and for those who are taking up dental courses as well.

Grant for other courses: For students who are pursuing courses like pharmacy, Ayurved, engineering, nursing, homeopathy and physiotherapy, will get half the amount as grant. This means they shall get only Rs. 50,000 per year at the most.

More course structures: For students who are studying courses like B.Ed, B.A, B.Sc and more, there will be a government grant worth Rs. 10,000 per annum. Or, they can also get half their college expenses paid – whichever is lower to the government.

Higher secondary students: Students who have just passed 10th standard or 12th standard with the marks that fall under the eligibility criteria will also get the grant, if you have settled for courses, then you will be given Rs. 25,000 per year, or half amount of your fees – whichever is lower.

Free reading material: You will not just get the reading material for free but you shall also get the outfits or uniforms made for free if you have any in schools and colleges. The frame charges will be as per the norms of the self-financed schools.

Types of Land Records in Gujarat AnyRoR:

  • VF7: Village Form 7 is understood as 7/12 or satbara utara.You can access your land details, ownership details of specific land, boja and other rights details from VF7 form.

  • VF 8A: Village Form 8A provides Khata details. From this type you'll access Khata Number and Owner Details.

  • You should visit nearest e-Dhara Kendra. You can find e-Dhara Knedra at local Taluka Mamlatdar office.
  • At local e-Dhara Kendra you can request for RoR print. Please note that you must have Survey Number, Khata Number, Farm Name or Khatedar Name with you while requesting RoR print.
  • Operator will confirm records details first then will print 7/12 or 8A from the computer.
  • e-Dhara Dy Mamlatdar or any nominated personnel signs and stamps requested computerized RoR, which is handed over to you.
  • Note:
  • User charges of Rs. 15/- are collected.

Important announcement of 'Mukhyamantri Bal Seva Yojana' to help children


 It has decided to launch the scheme to provide training-loans and assistance for the maintenance, education, health and self-employment of children whose father is the main breadwinner of the family. According to the benefits of Mukhyamantri Bal Seva Yojana announced by Chief Minister Vijay Rupani,


Under this 'Mukhyamantri Bal Seva Yojana', the State Government will provide Rs. 4000

The state government has decided to provide a benefit of Rs 6,000 per month to children who will continue their studies even after completing 18 years of age in the after-care scheme for 21 years without any income limit.



Even after completing 21 years, the young men and women who are engaged in higher studies will get the benefit of Rs. 6000 per month under the After Care Scheme till the year of study or at the age of 24 years or earlier. This means that all types of undergraduate and postgraduate courses will be considered valid for this scheme.

Scholarships prescribed by the Department of Social Justice and Empowerment to Scheduled Castes, Scheduled Tribes, Other Backward Classes, NTDNT and Economically Backward Classes of the State and to Tribal Children by the Tribal Development Department Will be approved subject to the rules. The benefits of all the schemes of all the corporations owned by the Department of Social Justice and Empowerment and the Department of Tribal Development shall be given to the eligible children irrespective of the income limit.

Not only this, educational loan for study in the state as well as loan for study abroad will be given on priority basis regardless of any income limit. Such orphans and destitute children will be covered under Mukhyamantri Yuva Swavalamban Yojana (MYSY) for higher education and its benefits will be given on priority basis without any income limit.

Vocational training for children above 14 years of age and skill development training for children above 18 years of age will be imparted on priority basis at the government's expense under this 'Mukhyamantri Bal Seva Yojana'. Priority will be given to the destitute girls who have lost their parents for admission in Kasturba Gandhi Balika Vidyalaya, residential schools run by the Central / State Government for education. Hostel expenses will also be provided. By including such destitute girls under Kunwarbai's Mameru scheme for marriage, the benefit of this scheme will also be available and the amount of Mamera will be paid by the state government under the scheme.

Orphans who lost their parents during the Corona period will also be given priority medical treatment under the Mukhyamantri Amrutam 'Maa' card scheme. Scheme details and scheme eligibility and process for enrolment, location of facilitation centres/CSC points will be available at LIC Website and MOLE website. Beneficiaries may visit facilitation desks at District Labour Offices, LIC offices, Central Labour offices, EPF and ESIC Offices

  • While going to CSC for enrolment, he shall carry with him the following :

  • Savings/Jan Dhan Bank Account details along with IFS Code ( Bank Passbook or Cheque Leave/book or copy of bank statement as evidence of bank account )
  • Initial contribution amount in cash for enrolment under the scheme
  • Village Level Entrepreneur (VLE) present at the CSC will key-in aadhar number, name of subscriber as printed on aadhar card and date of birth as given in aadhar card and the same will be verified with UIDAI database.
  • Further details like Bank Account details, Mobile Number, Email-id, if any, spouse and nominee details will be captured.
  • Self-certification for eligibility conditions will be done.
He will also receive regularly SMS on activation of auto debit and Shram Yogi Pension Account details.

Contribution by the Subscriber: The subscriber’s contributions to PM-SYM shall be made through ‘auto-debit’ facility from his/ her savings bank account/ Jan- Dhan account. The subscriber is required to contribute the prescribed contribution amount from the age of joining PM-SYM till the age of 60 years. Government of India has introduced a pension scheme for unorganised workers namely Pradhan Mantri Shram Yogi Maan-dhan (PM-SYM) to ensure old age protection for Unorganised Workers.

The unorganised workers mostly engaged as home based workers, street vendors, mid-day meal workers, head loaders, brick kiln workers, cobblers, rag pickers, domestic workers, washer men, rickshaw pullers, landless labourers, own account workers, agricultural workers, construction workers, beedi workers, handloom workers, leather workers, audio- visual workers and similar other occupations whose monthly income is Rs 15,000/ per month or less and belong to the entry age group of 18-40 years. They should not be covered under New Pension Scheme (NPS), Employees’ State Insurance Corporation (ESIC) scheme or Employees’ Provident Fund Organisation (EPFO). Further, he/she should not be an income tax payer.
2. Features of PM-SYM: It is a voluntary and contributory pension scheme, under which the subscriber would receive the following 
benefits :
(i) Minimum Assured Pension: Each subscriber under the PM-SYM, shall receive minimum assured pension of Rs 3000/- per month after attaining the age of 60 years.
(ii) Family Pension: During the receipt of pension, if the subscriber dies, the spouse of the beneficiary shall be entitled to receive 50% of the pension received by the beneficiary as family pension. Family pension is applicable only to spouse.
(iii) &nbps; &&nbps;If a beneficiary has given regular contribution and died due to any cause (before age of 60 years), his/her spouse will be entitled to join and continue the scheme subsequently by payment of regular contribution or exit the scheme as per provisions of exit and withdrawal.
3. Contribution by the Subscriber: The subscriber’s contributions to PM-SYM shall be made through ‘auto-debit’ facility from his/ her savings bank account/ Jan- Dhan account. The subscriber is required to contribute the prescribed contribution amount from the age of joining PM-SYM till the age of 60 years. 4. Matching contribution by the Central Government: PM-SYM is a voluntary and contributory pension scheme on a 50:50 basis where prescribed age-specific contribution shall be made by the beneficiary and the matching contribution by the Central Government as per the chart. For example, if a person enters the scheme at an age of 29 years, he is required to contribute Rs 100/ - per month till the age of 60 years an equal amount of Rs 100/- will be contributed by the Central Government.

5. Enrolment Process under PM-SYM: The subscriber will be required to have a mobile phone, savings bank account and Aadhaar number. The eligible subscriber may visit the nearest Common Services Centres (CSC eGovernance Services India Limited (CSC SPV)) and get enrolled for PM-SYM using Aadhaar number and savings bank account/ Jan-Dhan account number on self-certification basis.

Later, facility will be provided where the subscriber can also visit the PM-SYM web portal or can download the mobile app and self-register using Aadhar number/ savings bank account/ Jan-Dhan account number on self-certification basis

6. Enrollment agencies: The enrolment will be carried out by all the Common Services Centres. The unorganised workers may visit their nearest CSC along with their Aadhar Card and Savings Bank account passbook/Jandhan account and get registered themselves for the Scheme. Contribution amount for the first month shall be paid in cash for which they will be provided with a receipt.

7. Facilitation Centres: All the branch offices of LIC, the offices of ESIC/EPFO and all Labour offices of Central and State Governments will facilitate the unorganised workers about the Scheme, its benefits and the procedure to be followed, at their respective centers.
In this respect, the arrangements to be made by all offices of LIC, ESIC, EPFO all Labour offices of Central and State Governments are given below, for ease of reference:
  • 1. All LIC, EPFO/ESIC and all Labour offices of Central and State Governments may set up a “Facilitation Desk” to facilitate the unorganised workers, guide about the features of the Scheme and direct them to nearest CSC
  • 2. Each desk may consist of at least one staff.
  • 3. They will have backdrop, standi at the main gate and sufficient number of brochures printed in Hindi and regional languages to be provided to the unorganised workers.
  • 4. Unorganised workers will visit these centres with Aadhaar Card, Savings bank account/Jandhan account and mobile phone.
  • 5. Help desk will have onsite suitable sitting and other necessary facilities for these workers.
  • 6. Any other measures intended to facilitate the unorganised workers about the Scheme, in their respective centers.
  • 8.Fund Management: PM-SYM will be a Central Sector Scheme administered by the Ministry of Labour and Employment and implemented through Life Insurance Corporation of India and CSC eGovernance Services India Limited (CSC SPV). LIC will be the Pension Fund Manager and responsible for Pension pay out. The amount collected under PM-SYM pension scheme shall be invested as per the investment pattern specified by Government of India.
